Individuals who go a full year without qualified health coverage and do not file for an exemption may be subject to a tax penalty. The penalty is either 2.5 percent of gross family household income or $695 per individual and $347.50 each child; whichever is bigger, you must pay.

The maximum penalty for not having coverage in DC ("penalty cap") is based on the average rates for bronze level health plans offered on DC Health Link, according to dchealthlink.com. This sum will be $3,448 per person per year in 2020, and for families with more than one person without coverage, it will be increased by the number of individuals in the household without coverage, up to a maximum of five.
